Work status:

1) varhexutils: Done
    -Collection of utilities for easy conversions in C
2) varint.h/varint/c: Done
    -Varint Encoded bytes convertor
3) protocols.h: Mostly done, not sure if anything else is needed yet.
    -Protocol Structure Library needed for multiaddr.
4) protocols.c: Example of how they work so far. 

5) proto-dat: Simple file to store our protocols.
